Transport a vehicle from Spokane

Any American or American Canadian who could bring an US vehicle over here? My American friend is looking for an US vehicle and he had a car accident here in BC last year. Also he lost his passport during the accident so he could not travel down there. There are lots of vehicles for sale in Spokane area but nobody would bring it over the border.
